Default throttle plate question

I think I found my idle issue. first when your idling, is the plate completely closed? i think the plate is sticking or the cable spring is i don't know. I can move the lever for the throttle to the right about 20 thousands or so and the idle goes way down from about 1000 to 100. i am thinking it is a couple things, the throttle plate is not closing or opening where it is suppose to be at idle as if something was sticking, or the cable is to tight or to loose? anyone thoughts?

Do you have any slack in the cable?

Yes, it should be closed with no pressure on the gas pedal, but even a new throttle body will drop the idle a bit if you push on the plate when it's closed. Clean out the inside of the TB and adjust the idle screw and see where that gets you....
