Default Bad ground?

Under cranking, and cranking only, the plastic coating on the ground which connects from the valve cover to valve cover again to frame, is smoking.

So there is obviously too much current passing through that small wire, but why would this be happening?

It is highlighted in this picture.

Thanks

how good is the ground on the other side? the one from the battery to the chassis? and the one from the chassis to the tranny? if you are missing the one from the tranny to the chassis, then that will smoke the little ground you pictured there.
