Default Proper alignment

I tried aligning my headlights on my 96 coupe and it didn't seem to work. My headlights are oem and I followed the following instructions.

I parked 25 feet away from a wall. Then i measured how high the center of my lights is from the ground. That was 22 inches. Then on the wall i marked a line of 2 inches lower than that so 20 inches. And i aimed it to those specs.

Doing that made the low beans look like highs, and highs cannot even be seen on the road. What gives?

My problem is trying to adjust the driver's side headlight. There's too much stuff in the way

The last time I did it, I actually took the bumper off to get the headlights out and adjust as needed. I had it pointed to a wall...but not far enough lol. They looked okay on the wall from the distance I was from it, but then as I backed up, they were all messed up

The ground needs to be completely flat and level to measure on a wall. Any incline or irregularity in the floor will throw all measurements off.
