96 EK4 VTi, During Headlights causes Hazards to stop.

Car is a 96 EK4 VTi.

Was torn apart and now being put back together.

When car is in accessory mode, dash lights will come on, and indicator beep will beep. Hazards, Headlights, Wipers, Blinkers will all work seperatly. (As in one at a time). If I have the hazards on, and then turn headlights on, only the headlights will stay on and hazards will stop. If I have hazards on, and turn wipers on, only wipers will stay on. If I have wipers on and turn headlights on, only headlights will stay on.

The only thing not plugged in is the city lights. (I can't).

Any ideas?

bad ground or dead battery. just cut the car up and ship it to me i'll try and fix it

Not a dead battery. Everything else functions.

I'm pretty sure (99.9%) I've tested every single ground. Anyone have a listing of all the grounds handy that I can double check on?
