I think the stock TPS should be
0.44v closed and 4.70v WOT.
Pretty sure on those measurements.

How do we know what wires to use/How to test? I am going to be buying my first Voltmeter to test with!

(My car is a 91 CRX HF, if that matters)

Take a paperclip and "backprobe" the TPS connector terminals so you don't ruin them. With the key on and one end of your meter connected to ground you should have 5v on one wire, .3 to .6 on another wire. Once you have determined those two voltages the one remaining will be ground. Now, connect one lead from your meter to B+ and probe the ground and make sure the voltage on your meter is the same as going from B+ to B- on the battery. You have just tested all 3 TPS sensor circuts. Re-connect one lead of your meter to B- and go back to the one that was reading somewhere between .3v to .6v, that is your signal circut, loosen the TPS and rotate until your meter reads .5v like D16SIHATCH said. make sure the throttle plate is completely closed. Tighten the TPS and recheck your readings, you now have a properly adjusted TPS.

1) Backprobe - That means use a paperclip to go inside the connector, and then touch the meter to the paperclip, as to not damage the original socket end on the connector, correct?

2) How many wires come out of the TPS? Three it seems, where we'd have 5v on one, and .3 to .6 on the other, and the last one is ground (0v)

3) What's B+/B-? Can you explain that a little more? Looking forward to being able to install a new TPS (have the part) if needed, and test the existing one!

check the voltage between the red/blue and green/white wires - .5v with throttle closed (if you have a dashpot, you need to apply vacuum to it to get the throttle completely closed) and 4.5v with throttle open - should be a smooth transition from .5 to 4.5 as throttle is opened
