5v wire on TPS
could be shorted to voltage somewhere in the harness, being that those numbers are so close to battery voltage. Try cutting the wire right at the ecu connector on the pine for tps reference and also at the tps plug and running a different wire and see what your numbers look like, if they are still high, your ecu is phucked. Also a poor ecu ground will skew your reference voltages upwards....but your car would run like complete crap if that were the case
