Default Lights pulsating and obd2 code p1298 (eld)

So i picked this car (96 civic dx hatch) up for cheap cause of this problem, it runs and drives fine, but has a CEL, O2, VSS and p1298 which is the ELD (electronic load detection) circuit. the VSS doesnt work which im sorting out, and i have another O2 to pop in, but the ELD is something ive never dealt with before. When i drive the car, you can see the lights on the dash, headlights, everything pulsating from normal to dim. Would the ELD cause this? you can also feel the car pulsating in power along with the lights. Any help is greatly appreciated! I just swapped in an alternator that i know is good and a brand new battery.

You'll find that fuse 15 is blown. To fix, read this important TSB.

Got it fixed, pulled the #15 fuse, pulled that bracket off the IM and put a new fuse in and all is fixed....no codes.

I have this same problem with mine it had a blown fuse poped it in and did nothing, What can it be.

After inserting a new fuse, did fuse 15 just blow again after running the engine? If so, read the TSB at the link in post #2.

hi sry to bring the old thread bak to life but I have this code and it throwing out o2 bank 1 and bank 2 code plus vss code. I used a mutimeter to check if it have continuity and all the fuse is good. I looked at the eld unit it say it doesn't fit 96 civic only 01+

Create your own thread if the Fuse 15 TSB doesn't work out.
