Default code 14

My dad just picked up a 89 Sedan, its throwing code 14 which is IACV, so he replaced it with another one and its doing the exact same thing. The book says to test the wires with an ohm meter, my question is how much power is supposed to come out of the plug. He's getting a reading of 1volt, but not sure if thats correct or not

Yeah he pulled positive battery wire for 30seconds. It still does the up and down idle while giving the same code even after he put a new IAC on it

^^edit: beat me to it haha

when the ignition is on, there should be 12v going to the iacv. if not, start checking the wires leading to the ecu

When checking the plugs to the ECU does he leave it plugged into the ecu or does he disconnect it?

Correct plug is in there, he has a DX CRX as well so he double checked to make sure everything was plugged in correctly to the DPFI manifold.

leave everything connected, otherwise it doesnt complete the circuit

not correct - read the chart - disconnect the connector - measure resistance on the EACV itself - measure voltage in the plug - connect connector and re-check at ECU
