Default Turbo not spinning freely

Well like the title says the turbo does not spin freely. i bought the 15g turbo used from someone and they said it work perfectly. He also said it sat for months. There is no shaft play at all(front to back, side to side)but when i try to spin the compressor it wont let me with out some force. After it gets started it spins for about two to three turns but then it sticks again. Today is the first time i ran oil thru. the turbo(custom kit)so I thought i was that it did not have any lube. but it still does it. I did not start the car cause i dont got my chips for my ecu. I thought that maybe during shipping it maybe got knocked around and the turbo balancing got out of whack. Would balancing the turbo fix this problem and I did search many times.

So im guessing rebuild? or run hot oil through the turbo getting it lubed up? Maybe break down old oil.

btw. I forgot to mention when I get it to spin it does seem that the compresser is rubbing up on the housing.

Anyone else?

Most oil-cooled turbos spin only about 2-4 times anyway. The more you try to spin it dry without lubrication, the worse you'll make the turbocharger.
