well its illeagle to put a motor in thats a lower odb then what your car is now. EX: putting in a odb1 motor in a odb2 car. but it shouldnt be hard all u need to do is use a jumper harness i believe. depends on where you live. In NJ cops arent to bad with that stuff, but Cali on the other hand.. i wouldnt do it from what iv read

You will need to either build a hybrid distributor or buy a jumper harness, you will need to preform the CKF fix http://technet.ff-squad.com/ckftrick.htm you will also need to pick an IAT sensor, the D16Z6 has it in the intake manifold, the D16Y8 has it located in the intake piping, either will work fine. The biggest thing i'll warn you about is that supposedly due to timing differences between the D16Y8 and the D16Z6 it will never really run optimally on the Y8 ECU, i'm just not sure how far from optimal it is.

why not just get the wire harness and convert it to obd-1? they aren't that expensive plus you get alot more tuning capabilities

Stock P28 ECU. Only thing is if you really are in california you'll never pass emissions. Both because of the ECU and the engine itself.

I have the jumper already just not the p28. my girl has a chipped one in her 95 Ex and when i tryed to test out the jumper with her ecu i blew the y8, (spun bearing) i think. My y8 didn't like the 8000rpm to much

the p08 head has a different bolt pattern for the dist, all the sohc dists bolt up except the z6/obd1 d15b. you dont need to use the y8 head, just the y8 intake manifold. the the z6 block doesnt have a crank angle sensor

If he wants to use a p28 then he'll be fine. but if he wants to use the z6 head and the obd2 ecu i dont know what obd2 diz would bolt up to the z6. sounds like none will. not to mention the p2p ecu looks for the ckf. which you either have to swap the y8 oil pump assembly over to the z6, or do the ckf bypass.
