Timing Bolt problem on the B16A
How do you titan down the timing belt. On a 1991 Honda civic hatchback. One side is titer then the other side? For the B16A motor.

Is this a NEW timing belt or are you just tightening the one you've got?
Either way, it's not that hard if the timing belt covers are OFF. If they're on there, good luck, it's not gonna happen. I know they have a little thing you can remove on the timing cover to access the bolt for the tensioner pulley, but it's probably not going to get any tighter without actually pushing on the pulley.
Anyways, what I do is this. Turn the crankshaft CLOCKWISE until more of the stress is on the side of the belt towards the front of the car. The part that goes from the exhaust camgear to the crank gear. Once there, loosen the tensioner pulley with a 14mm socket wrench, just enough to loosen it, then you can either (if the cover is off) pull the pulley up and towards you (if you're standing in front of the car), or if the cover is on, just let the spring re-tension it for you.
The spring isn't very strong, so more than likely it won't do much. But, that's how you do it.
