Default Timing belt tensioner problem

I re-did my timing belt recently before doing my turbo install and then jumped right into the turbo install.. when i started the car, the timing belt seemed really loose but when i did it, it seemed right, maybe it was just tight from when i was rotating the crank pulley.. if i turn the crank pulley counter clockwise now it puts all the slack on the tensioner side and i loosen the tensioner bolt and it doesn't tighten up the belt up at all.. any ideas of what could be wrong? its as if the spring that is used to move the pulley is worn or isnt pulling it at all to put tension on the belt.. do these get worn or stretched out? I cant see the pulley right now because the lower timing cover is back on the car and im just adjusting the tensioner pulley thru the cover by pulling the small rubbing cap out that covers the bolt.. any ideas on what the problem could be? Thanks in advance for any help..

is the upper timing belt cover on? if not have a looksee down there, maybe the spring popped off.
