Default surging, leaking, etc

I've got an 89 HF with a 91 D16A6 swapped in, PM6 ecu, etc etc done right. It's been running great, but the 20 year old fuel pump went out. So I changed it, ran great. Then it started to have problems when I put the new fuel filter on. So I checked for vacuum leaks, none. All the lines have been replaced since I've had problems.

The main issue is that it bounces from 1500 to 2000rpms whenever you try and drive and will not go past 2000, just has fuel cutoff and goes back down. Is this limp mode, or do I have something worse? I pulled off the timing belt, it's fine, put it back on and got the timing aligned perfect, dizzy as well. As far as I know, everything is great with the fuel filter as well. Unbolted it from the rail and had it charge into a bucket, no problems.

Took off the IACV and cleaned it, then tried a KNOWN GOOD working IACV from the same type engine, nothing. All wires are in the correct places, all grounds are connected. I'm stumped. Anyone got any ideas?

EDIT: Also, throwing codes for 02, and electrical overload or something. Was throwing Crank Pos. Sensor, but that has since gone away after I adjust the timing.

ignition is good, checked all the spark, grounds are good. i'm gonna try that next. i might try a buddy's ECU as well, the PM6 was taken out of a salvage rex that'd been sitting in weather for awhile.

i thought that might be it, checked it though, it's all done up right. the fuel pump worked, but i have no real way of telling if it still does. it works whenever the car's on, etc etc. it'll rev up to redline, but can't hold a steady rev past 2K.
