Will Honda replace non-retracting seatbelt for free?

As the title states: because it is a safety feature, will Honda replace a seat belt that isn't retracting correctly for free on a 99 civic (obviously out of warranty)? Also can they just give you the part? or do they HAVE to install it? (I hate dealing with the shady people at the dealership).
Yes they will, the seat belts are safety items so they have a lifetime warranty. I doubt that they will allow you to install the belt yourself to maintain the lifetime warranty
i highly doubt theyll replace it. there is no such thing as a lifetime warranty that im aware of. safety issue or not. thats like making them fix your brakes because its a safety issue. the fact is if the car is not safe you should have the common sense to NOT drive it until its fixed. check your local dealer as let me know because this is kind of interesting.

You don't have to be the original owner. My friend had his replaced for free because it was non-retracting. He wasn't the original owner.
I believe as long as the car isn't salvaged from a wreck, or something like that, the belts will be replaced for free.

well my room mate just said hes had his replaced. i guess they will replace it as long as its malfunctioning in a certain way. gl man

I had a 1992 Civic Si HB that has literally NEVER been to the honda dealership that I took the car to when it's driver's seatbelt wasn't working right. I was the third owner of the vehicle.
They inspected it and replace the seatbelt for FREE the very next day.
Funny thing is the car had a B18C5 swap and even Integra seats (which consequently meant that the buckle/release wasn't even original Civic since it's made into the seats) and they didn't give me an ounce of trouble when they did the work.
