Default P0505 code, Car idles high until i block off the IAC???

This is on a 99 civic lx. I got a CEL and it was P0505 which is an Idle Control Malfunction. The car ides at like 2000rpm when its warm. So i pulled the intake off and started unpluging sensors too see if it made a difference. I found that if i put my finger over the hole in the throttle body that goes to the IAC is idles perfect. So i swaped in another IAC and it does the same exact thing. Any ideas?

see if the sas air bypass screw is turned too loose... or try unplugging the tps.......... any vaccum leaks?? throttle stop screw been tampered with?? idle kicker for ac may be signaling iacv to compensate fo calculated ac load...
