Default ECU obd2 tuning vs emissions question. Please help

I drive a 99 civic si. I have done a good amount of research about tuning my car for boost. After I pass emissions in Jan, I plan to supercharge my car. I have the money but my problem is emissions. I dont want to run without a tune and the only setups i have found require me to run a obd2 to obd1 wire conversion harness, get a obd1 ECU, then get hondata or chrome. But theres my problem, the car will run, but wont pass emissions when they can't plug into my ECU. Any advice? (besides every 2 years pull everything out)
