Default turbo tuning a obd2

I'm thinking of turboing my y7. It's obd2 and i live in pa. I'd like to run 200-225 hp. It must be streetable, this being my daily driver. Starting this year, the emissions testing will include the tech hooking up a data link connector to the data port. This leads me to believe that i wont pass if i use a obd1 ecu to run hondata. This leads me to 2 possabilities.

1. Run the stock obd2 ecu. What kind of tuning can be accomplished? Will a apexi avc-r be enough to tune it?

2. Run an obd1 ecu w/hondata and swap the obd2 ecu in for emissions testing. What will happen to the stability of the system running with the stock ecu?

just swap back to stock inj and ecu effectively disabling/disconnecting hondata for the emissions test. make sure you open the wastegate all the way so you don't boost.

By opening the wastegate, do you mean just remove the spring?
