Overheating issue....(more of a high temp issue)

So i have a somewhat over heating issue.... 99 accord f23a1 fully built motor
i replaced the WP when i built the motor....
overheats, not fully but gets a bit high on the temp gauge
-heat is on full blast will keep the temp in the right area
-low/no accelleration, starts to climb up
-give the car some gas and it will start to drop
-I can hear the fans going on and off it seems
-Hitting boost turns the temp up. (obviously)
is that the water pump? or is something with a radiator/fan issue?

that was one thing i was considering to do too.... anyone else think its that?
if i drain, flush, and fill the coolant, how do i flush it? if i flush it and fill it and it turns out to be the water pump wouldn't i have to repeat to replace the water pump?
