Default Vtec Question from a DSM

Hey, not here to start anything just to get a good answer. I drive a DSM 97 Eclipse RS n/a unfortunately. but anyway...I used to drive a civic btw. To my question...ive got a friend who drives a 94 Accord EX (i think). At any rate...shes been complaining of the car being sluggish at about 40 miles per hour. Now...shes got the SOHC VTEC engine. I drove her car around to see if i could feel the sluggishness and I didnt feel anything. I got outta the car when i parked it on a level surface and checked her engine oil...she had zero showing up on the dipstick. heres the question of the day...would LOW oil cause the VTEC to engage improperly and translate into sluggishness? Yes VTEC needs proper oil pressure.

yes oil level and pressure are only a small part of the whole vtec process, you also need to have the car under a correct amount of load and correct engine temperature.

From what I can remember, these are some prerequisits for VTEC to engage:
RPM
<10mph
Proper engine temp
Proper engine oil pressure
Proper amount of engine oil

There are more, but I just cant remember them all now.

You have to be moving at a certain speed (meaning you have to be in gear), the coolant must be up to a certain level, and there must be at least 55 psi of oil pressure (which should happen a bit before 3000 rpm). If all of those conditions are met it will turn on at the set RPM crossover point, which is probably above 5000 on that engine.
