Default poor cold starting

i have a 97 civic lx, and it always starts up fine, but on cold days the idle goes way up, then back down so low it almost stalls, then levels out. in the winter the whole car will shake for the first 10 seconds or so, then things level out. does anyone know where i should start looking? no cel's or anything.

how would i go about testing the iacv to see if this is the problem? is there any way to repair it, or do i have to totally replace it?
