Cold idle surging...

Cold idle surging...
I have a turbo integra that is tuned already and when it is cold..not necessarly cold outside but just a cold start the car surges between 2000-2500. Only when cold though..after about a minute idling the car runs normally at 1k rpm.
I have checked around the intake manifold for leaks and I have sprayed carb cleaner around in a attempt to find it but still no luck. Before it was tuned the intake manifold was changed from stock to a blox and it had a port on it blocked so there was no vacuum on the bottom hole inside of the throttle body.
That blockage is now clear and it runs but just idles when it is cold. What else could I try looking for besides vac leaks? The car drives great and the afrs are good and stay pretty much around 14.7-14.9

I did clean it when I was putting the intake manifold on, but I will try it again and report.
Keep the ideas comming because I have a feeling this is not the source of the issue..

Check your FITV (Fast Idle Thermo Valve) it resides underneath the throttle body, it also has a coolant line or 2 running to it. You may want to check that also.

From what I have read I dont think my car has a FITV since it is 98+ but I will try taking out the throttle body and cleaning it. Maybe get a new gasket as well and see if it improves..

Im having the same problem i have a surging idle on cold starts but when the car warms up its fine...i have yet to clean the iacv, or the fitv, but i also noticed one of my hoses running to the IM (not sure if its coolant or a vacuum hose) but one is plugged by a screw because there is no place to connect it on the new IM, could that be my problem? and also maybe yours..
