EG6 B20vtec bad idling problem, TPS??

somehow when i set the TPS to .5v at close throttle the motor starts up and dies quickly... the lowest i can set the tps at close throttle is .7v ..... the WOT is at 4.5v which i think it's normal.... what do u guys think it could be? this is on a stock internal b20v with upgraded TB,manifold, and header... and it's running on a p28 chipped ecu and i dont know what program.
9 times out of 10 a bouncing idle is cause by a dirt or bad IACV as for setting you voltage right way I would say put it where it runs the best, Test and leave it lol

ok i will try to clean out the IACV sensor and see if it'll change the idling.
anyone else out there's got another suggestion?
