You need to get the caliper rebuilt or replaced. That is because something in the caliper, most likely the piston, is frozen.

sounds like you have 2 problems

1. frozen caliper
2. air in your lines

you can bleed them in the following order

any front wheel, opposite rear wheel, other front wheel, remaining rear wheel

I forgot to recommend one thing first. You need to do two things, flush the brake fluid and replace with Valavoline Syntec DOT 3/4 brake fluid and bleed the brakes properly. If that doesn't work, then replace the master cylinder. I acidentally missed the part about brake pedal feel .

Is that the proper bleed order ?

My Haynes manual recommends front left, front right, rear right, and rear left...

On every frozen caliper I've seen you could not change the pads because you couldn't compress the piston far enough to fit the new pads over the rotor! So if you put on new pads and were able to compress the piston it's probably isn't seized. With the car in the air does that wheel spin with particularly high resistance?
