Can't legalize it right now anyways, Dumbass Arnold hit the DMV with budget cuts, BAR stations are out of commission for a bit. But you should be able to smog it since it's 1.6liter....Dude who smogs my car said it's cool as long as it's not bigger than the biggest engine they have for your model. This is at a test only station mind you.

1) is there anyway i can find out if it is stolen at least?
2) what happens if i dont have carb stickers?
3) if the cop sees that my engine is made in 2000 (the produced date on the block) cant he ask me for papers on my swap?

1, Not sure
2. Modification Ticket or Ref ticket.
3. They don't know crap here, if they do Ref Ticket...
Since the DMV Budget Cuts, there isn't a ref station either so you can contest the ticket... or so somebody said on EF Forums.

What's the engine block code on your B16? is there a number following B16? If not, it's a JDM engine and you can't really trace the history of those.

If it's a USDM motor, the CHP can trace the serial number.

If you don't have aftermarket parts, chances are they won't know what they're looking at.

Get the CARB legal header and intake from a 94 Del Sol DOHC Vtec or DOHC Vtec Si. DC and AEM both have CARB EO #'s for them. With those, at least they won't look further when they pull you over. Most cops can't even tell what year the motor is. Cheap intake & headers without CARB EO numbers will get you in trouble.

Your motor being a JDM, they can't trace it. Except if it was stolen and the previous owner reported its serial number to the CHP.

Just leave it alone, you can't BAR it so it doesn't matter.
Run it how it is, and wait untill BAR stations open back up.
You can probably take the serial to the CHP and get it run through the system.

As a precaution, if you're gonna ask the CHP to run the serial number, just tell them that you are about to buy a motor with such and such serial number and that you want to verify its legal status before buying. If it is a hot motor, at least they won't hold you for questioning.
