No its legal if the swap is the same year or newer than the car
If the engine was made in some type of form in the usa (eg jdm h22a=h22a1)zc is illegal

If it passes smog.

If a chp told you this bullshit, they tend to lie to persuade you otherwise.

The car with the swap needs to be converted to US specs (emissions parts, and various other tid-bits), then taken to the BAR ref to pass visual and emissions check, then if they find that it is exactly as the factory would have produced it, they give you a shiney BAR certified sticker. Which means your engine swap is legit, you can go to any regular smog station to get smogged, cops can't hassle you about the engine being in the car, just only added parts into/onto the engine...

I highly doubt that a CHP officer told you that!

In reality, if you have swapped in a different engine and get stopped, they will require you to go to a state Referee. The Referee will see if the swap was done legally and if so, applies to your car a sticker outlining the installation.

If you get stopped after having gone to the Referee and passed, all you have to do is to point to the sticker and inform the officer that it's legal.

It's legal to swap in just about any other USDM "car" engine (not SUV or truck engine) as it's as it's the same year or newer than the car. JDM engines can get through the Referee, but it's a little tricker than I want to get into here. ALL smog equipment for the engine must be there.

I know this due to having a 89 Civic with 95 Integra GSR engine.

Come to Utah...Get a PO Box in a podunk county with no emissions....Register by mail and never ever have to worry about emissions inspection. Oh and every other year you have to come here for a safety inspection that you can do in any county so just over the state line. Utah smog laws are easy.

I would imagine you could do something similar in Nevada but I don't know their smog laws.

Edit: only draw back is you have to live with a Utah license plate hehehehe

it's no different from getting a usdm engine smog reffed. it's checked for the same emissions parts, engine year, ecu year, etc...

I've got a b18C in my 89 civic and it's been through the whole Referee process.

What "papers" are you asking about, and WHY?
