i already searched but couldn't find my answer:
Are all engine swaps illegal?
Will a swap only be illegal if its jdm?
Is there anyway to make a swap emmissions legal?
These questions are mainly posed to people in New York. We have inspections similar to California, including visual. I'm assuming the only way to pass is to leave some cash in the engine bay. Thanks-

cali is hella strict from what ive heard....rule of thumb:
engine needs to be the same year or newer as the car its going into.
some jdm engines dont have all the smog sensors as the us models
check with our state for the specifics....i know some states dont really care, but some will give it to you in the culo.

i know the engine has to be the same year or newer but i was wondering if anyone knew whether the engine has to be the same model number. Will a jdm engine with the emmissions equipment retrofitted pass visuals?
not all swaps are legal..... if you swap, chances are you can pass emissions with little or no modification (depends on what engine).... but if you want a state ref to take a look and try to get a bar sticker then you might have a problem depending on engine and setup...
in Cali, if you want to get a bar sticker you will need to have the engine bone stock with all the sensors in the correct place, you can pass jdm motors if all the sensors are to u.s. spec. and the motor has to be the same yr of the car or newer.
From what I've read, the engine has to be the same year or newer. It has to have all the emissions sensors still intact and working. If it is a JDM motor you can still pass it but you will need all the usdm counterparts sensors and ecu.

I still have my ref sticker. They will not just throw you out because the engine year isn't same or newer then the chassis.

"in order to get a newer h22 into our 6th gen accord.....we HAVE to go obd1....so you would pass emissions, but since smog tests are done by pluging the computer into the car.....it wouldnt work.....so ud pretty much fail"

You have to stick with whatever emissions group the car is in. You cannot convert an OBD-2 car to OBD-1. It will not pass. It must be the same as the current emissions platform, or newer.

the F23 is OBD II and the 97+ H22 is OBDII , so it should be able to pass BAR standards right?

No, you would need to convert the car to OBD-1 in order to pass BAR inspection.
