Default euroR H22, JDM P30 ECU: timing problem

I have Accord euroR CL1. I have installed a few mods and changed my OBD2B ECU to JDM P30 running CROME using OBD2B->OBD1 harness. The problem is - I can't set base ignition timing. When I jump service check diagnostic pins the timing is way too retarded: 4-6 deg. BTDC. If I rotate the distributor to advance the timing I can reach only 10 deg. mark. If I put back the OBD2B ECU - everything works flawlessly. I checked the OBD2B->OBD1 harness - everything was correct, but I decided to mess with it: I changed polarity of the sensors located in the dizzy (CKP, CYL, TDC). Did not help. But if change polarity of the CKP sensor the problem turns into the opposite - the timing is way too advanced. All the sensors showed 0.4kOm resistance at the ECU plug. I have adjustable cam gears so I took the exhaust cam gear off and matched it with the stock gear - perfect match. I also put a 5mm drill bit into the holes in the camshaft plates to verify the camshafts are indeed in TDC position. My timing gun is not adjustable.
Here are pictures of the marks on the gears:

Any ideas? Even craziest ones would be much appreciated.
