Did you loosen the throttle cable? Common sense would be to loosen or disconnect the cable to see if that is the problem through process of elimination.

same thing happend to my car but it was the gas pressure. the car use to have a built LSV in it then we put a stock b16a. the pressure was at 70psi. so it was buring lean and i never fixd it. didnt really care, car isnt mine anymore.

got it fixed .. it was a vaccum leak on the throttle body gasket it was rip just a lil but i replaced it and it run fine now..
