Was the enitre tacomoter recently replaced?
If so, than he probably just needs to get it re-calibrated.
Even if he didn't recently switch out his tac, he still might just need to get a re-calibration done.

Incorrect.
Swap the rear green circuit board on the back of the speedo in the cluster itself.

im not sure if its tha circuitry on tha cluster because all tha rest of tha gauges are working perfectly fine tranny/engine light and sport light are still on
same problem here..
I have a 95 civic VX hatch. stock. guage does not read above 40mph on the hwy and sometimes it falls down to 20mph.
I get a check engine light 17 (VSS).
Replaced the VSS and the Speedo head.
Still problem exists.
Anyone share a similar story and how they fixed it?

I had a similar problem in my 94 Integra and I found the issue was corrosion in the wire harness itself. I ended up ghetto rigging 3 terminal ends after cutting out the wires from the VSS harness (was corroded beyond repair). May want to check the VSS harness to make sure you don't have the same problem. I hope this helps take one possibility off the list.
thanks i appreciate the feed back. my problem is that it worked flawlessly before she wiped a rag over the exposed speedometer. i think im on the way to a salvage yard for a cluster.
