Possible TPS problem

I have a JDM EK3 ViRS (D15B 3-stage VTEC motor) recently its starting spluttering when holding the revs constant, it drives fine when accelerating or when holding the revs steady higher up the rev range (ie above 3000rpm) Its like its missing and momentarily losing power. It seems to happen around/near the 3000rpm mark as this is the upper limit of the 12valve economy mode it runs in at part throttle. It done it a few months back and i reset the idle, fitted new spark plugs and leads and the problem went away but its back again now worse than ever. I'm not getting any CELs which doesnt help either. I'm guess that because the economy mode (1st stage) depends on engine load and throttle position (under 3000rpm) that the TPS is the problem.
Can a TPS build up too much resistance leaving it reading faulty but not throw a code?
