does the wastegate downpipe have to connect to the exhaust?

does the wastegate downpipe have to connect to the exhaust?
putting a turbo on and im not sure if i have to have the wastegate downpipe or dump pipe has to connect the the actual exhaust downpipe to pass emissions. so what do i have to do?

s open for interpretation, i dont know pa's laws, my friend has a friend of a friend that handles that stuff for him. in delaware, since my car is obd1, i just stook the kit off ran stock everything, then put it back on.

o ok thanks so you think it would just be easier to take the turbo of and put the reg exhaust on?
