need help!! surging issue

already replaced the following parts:

coolant temperature sensor(new)

throttle body w/ map,tps,icv(used)

tune up stuff:fuel filter,spark plugs,etc.

throw me some ideas car gods pls...

the car is 96 civic hb w/d16y7

 

Clean the used IACV and bleed the cooling system of trapped air.

If still no satisfaction, check for vacuum/intake air leaks. Look for loose or disconnected hoses leading to the intake manifold. Spray carb cleaner around connections and gaskets while engine is idling -- a change in idle speed would indicate a leak.
