I recently swapped a b18a1 into my Civic HB. Its all obd0 and i am running a pr4 ecu. The problem is that i am throwing a code 9 (TDC) code, and my car is idling at 1500rpm. IF i retard the dizzy all the way it runs at 1100 and if i advance it all the way it starts to idle surge 1000-1500rpm. Could the code 9 be causing this? I cleanded my IAC screen, and i blocked the FITV to see if it was that but it wasnt. I also bleed the cooling system of air. Thanks

Fast idle thermal valve (?), it used for the fast idle when the engine is cold. Located beneath the throttle body.
