All EX models have vtec. If you dont, then you dont have an ex...simple.
All ex models came with a d16y8 engine. All d16y8 engines came equipped with vtec.

Dont even F-ing tell me that you know you dont have vtec because the valve cover doesnt say it.

Are you serious? It is true that 96-00 civics don't have VTEC on the valve covere but if your block states D16Y8 on it then it is a SOHC VTEC.

I know vtec doesnt pop that hard on a d16 but damn i atleast you can feel it a little bit when you hit it. Rev that **** to 6gs and tell me if you felt it...

I would say, starting off cheap, go with I/H/E. I have an aem intake. that's all i'm gonna do though, not worth spending so much money in parts for the other 2 just for 3 hps......

The D16Y8 will have a VTEC solenoid on it, the D16Y7 won't.
The VTEC solenoid is a little brownish-green cylinder like thing on the end of the head, next to the distributor, looks like this:

If it's the stock motor in the EX, then it's definitely, 100% VTEC, they did NOT make an EX from '92-'00 that did not have VTEC.

The VTEC "kick" of a D series motor can be compared to/confused with the entrance to the regular power band of most other 4 cylinder motors...and if it's an Evo VIII or something small w/ a turbo, forget about it altogether. The D series VTEC engagement isn't really a kick as it is a change in the note of the exhaust.
As for your engine mods:
Whether it's VTEC or not is irrelevant, D16 motors do NOT take well to bolt-ons.
You can spend 700 in name brand intake/header/exhaust and you'll wind up with ~5 more hp at the wheels. Or you can spend 250 on parts without a huge import name and only get ~4 more hp at the wheels - choice is yours on that one, but on a D series, since it responds so shitty to bolt-ons in its stock form to begin with, then you're really not going to gain much, so you don't need optimum performance.
Obviously, if you wanted to make it a naturally aspirated monster, then you'd go with super high brands, like bisimoto, which will cost you an arm and a leg, but will get power out of it.
You're best bet is to just set it up with simple intake/header/exhaust or turbo it. Anything more is a waste of cash unless ur going for a full blown D series NA (which might sound good at first, until you realize you'll be seeing 700 or better or a header).
In the words of Archidictus:

Take me for example, my friend bought $1500 in name brand I/H/E for his car, I got a custom one piece wider exhaust, header from ??, intake from ?? (I bought the intake pipe from a member here on H-T for 20 bucks, and bought a K&N filter for it...a pipe is a pipe is a pipe when it comes to intakes..) - and well, he can't tell the difference between his car with its apex'i exhaust, injen short ram intake, and DC Sports header. Needless to say I proved him wrong and he's quite pissed.

near the top or the screen there should be a search button. try asking that thing for advice besides make another one of these threads. not trying to be mean but i got told the same **** and now i use the search button and i dont get any of these other ******** giving me ****. just a heads up
