HORRIBLE emissions failure 50GPM limit of 15.00 CO and HC 5.9 to 1.2 limit
1995 Acura Integra LS
Hmm could it be the catalytic converter and my 02 sensor?
Setup is:
B16A OBD-1
8.1:1 JE Pistons
Crower valve retainers/springs
Maybe because I have a turbo built motor with no turbo and catalytic converter + 02 problems?
Any suggestions? Please help fast!

If you are tuned correctly, you should have no issues with the sniffer, regardless of whether or not you have a cat.
However, since you lack the cat, how do you expect any unburned fuel (or NOx) to not trip the sniffer? Throw a cat on that car, the environment will thank you, and a good one won't effect power enough to warrant running a street car without one.
