New downpipe?

New downpipe?
I have a neukin 3inch downpipe on my civic. The bolts that connect it to the turbo keep backing out. I have even tryed tap welding them to not back out. I'm lost on what to do. The only thing I can think of is getting a 2 1/5 inch down pipe so I can get a stud in and double nut it. this time I want someone to make me a downpipe at a shop. The 3inch i had made didn't fit worth ****.
