Default 1995 DC1 idle sticks while driving

Hi , ive looked around in th FAQ's and cant find anything that relates to my car.I have a 1995 Integra DC1 Type ZX , Its a 1.6 Dual Carb and is 1590cc .Basically when im driving the car it will sometimes stay revved up as far as 3000rpm and will not come back down when i take my foot off the throttle , ive checked that the throttle cable isnt sticking and ive checked the vacuum lines for leaks , The hoses look ok and arent perished.Sprayed carb with carb spray aswell to clean them out. Any help would be greatly appreciated . Thanks

cant give that much advice but when i got my dc1 it wud idle crazy low. We ended up playing with the idle adjustment screw. It idled fine after that. Just throwing that out there.

Is there an idle speed increase actuator for the air conditioner (if equipped)? Could the throttle plates be sticking? What happens if you blip the throttle?

Yeah there is an idle speed vacuum actuator for the air con , if i plug one of the lines out of it , the car will drop back in rpm but runs badly unless i block the unplugged vacuum line with my finger. Em throttle plate isnt sticking , i cleaned them well with intake spray. If i blip the throttle it will increase the rpm but it will go back to where it was around 2000-3000rpm

It makes sense that it runs poorly when the vacuum line to the idle speed actuator is disconnected since that constitutes a vacuum leak. So, with the actuator disconnected and the vacuum line plugged, the car idles correctly?

It sounds like that actuator is the problem. How is the actuator switched? Does it have an electric connection on the vacuum actuator?

I think that one of the two vacuum lines going to it is switched with the solenoid thats in the black box thats attached to the bulkhead.
