Default Help fuel problem, sputtering, I think its..........

Hi, I recently swapped from a d15b2 to a obd0 b16A. It starts up fine, but whenever I hit the gas pedal for full throttle, the engine will not respond and it sputters. It goes up to 4 rpm's if I hit the throttle slowly. So my guess is that the fuel filter is bad? I had the same problem on the d15b2......

So, I had some carb cleaner around, and I sprayed inside the TB and accelerated, and it went to redline while spraying.

Do you think a fuel filter could cause a problem like this?

TPS was tested and is working fine.
