Default Hesitation problem! Fuel?

Hello fellas. My car has been hesitation for a while now and just lately was I able to track down to what it could be. The hesitation would always occur at and around 3,100rpm to 3,300rpm no matter what gear I'm in. But, wouldn't hesitate if I punch on it. So lately I notice that the hesitation would dissapear everytime I fill the tank up and the hesitation would come back after about a couple of gallon. My question is if this is due to a bad fuel pump? Or could it be my fuel filter?

Definatly sounds like a fuel issue. A new fuel filter just might fix that.
