No heat blowing doesn't mean it's the blower itself. Make sure that the thermo valve that allows water to flow to the heater core is opening up all the way. Check your coolant lines coming to/from the heater core, If the top line is cold then water isn't flowing through. Another thing to check is if your motor is at operating temperature rev and hold it at 2K and turn the heater on. If you start to get warm air your water pump is bad.
If you've tried everything and still can't get any warm air your heater core might be plugged up with something, try spraying it out with compressed air. If that still doesn't work then it's time to get a new heater core.

A fuse won't effect the mechanical arm that controls the actual coolant flow through the heater core.

So, the blower isn't working in any position, or no hot air is coming out? You never quite clarified that.
If it's just not blowing, I'd think it would be the motor itself. Usually if just the resistor is bad, it'll still work on at least one position.

Especially if you've already verified the fuse to be good. Test it according to the procedure in the Helms manual.
Also, stupid question but you used the correct amperage fuse for the blower motor, right?

I do I do...
It's under the passenger side dash
{Ignore circled item}At the end of the blue wire is the blower motor:

The resistor is the thing with wires going to it located behind the glovebox:

The fan will still work on high even if the resistor goes bad..
Sometimes, you can tap on the bottom of the motor
and it will work again for a short period..
If its blowing the fuse,It probably is not turning.
this just happend to my buddys hatch the motor went out. you can check the motor by just putting direct 12v and ground to the mottor it self if you do this just be sure NOT to touch the 12v and the ground at the motor or you will burn it up.
i just got a crx and the heater controls dont work either ... like all the setings and everything work but if you slide the arm to make it come on it doesnt work so the guy i got it from somehow ran it to a switch and you have to flip it to make the heater come on ... got any answers for that .. lol
