Check out http://www.phearable.com . They do offer kits to do it your self but its not even worth looking into. You could find a chipped p28, p72 etc. for about 100-120 shipped. and then you can buy a custom chip from phearable. Thats what i did.

Just remember to type in a rpm for you 2 step launch when you order your custom map, i forgot to type in something and they didnt program one in...

To answer your question you cannot chip that ecu.........any P28, P72, P06 ecu will do but it has to be OBD1

Where can you buy a Chipped P28 for under $175?

As CDGBEs said you cannot chip the P0A ECU like you can the civic/Teg OBD1 ECU. There is a complete DIY and chipping info on CB7tuner that you should read. There is a lot of good information on the internet on what ECU's you can chip and how to do it.

You can DIY for under $100. $60-70 for a P06 and $15 for a chip kit + Shipping from Moates.net. or You can get the same parts for the chip kit even cheaper from Digikey. I have a parts list at home I can give it too you if you want to go that route. Digikey is probably where most of these companies buy there chips in the first place. It's like $10-$15 shipped to your door.

Just so you know a chipped ECU must be tuned. In order to get the real advantage of a chipped ECU you will need to spend $$$ on hardware & software to tune it or get it tuned professionally. No matter what ECU and chip you end up using. Any programmed chip that you buy off the internet is just going to be a conservative tune (safe guess) for your car. No company would sell you a true race/performance chip without tuning your car themselves.

If you have to ask how to chip an ECU, I wouldn't recommend doing it yourself as you can seriously damage the board.

I do computer engineering as my major and recently have taken a job for a professor where we're soldering basically a mother board (to keep the explanation simple) and while soldering stuff brand new into a board is fine DESOLDERING - which is what you have to do first - is nothing to sneeze at.

As a sidenote: Digikey/Jameco ftw

You can find already chipped and socketed p28's, p72's etc for around 100 bucks in the honda-tech market place. I ended up buying a chipped/socketed p28 from my good friend for 80 bucks, i bought a h22a base map chip from Mr.Vega and now have a ecu ready for my h22 swap. And i only spent $120.
