Could this be a clock spring/cable reel issue?

Default Could this be a clock spring/cable reel issue?

So anyways my cousin bought his RSX knowing about the cruise control not working. But he didn't care because he was going to install an aftermarket steering wheel anyways. A few months down the road, the SRS light goes on. He ignores that, then the horn stops working. So, I'm thinking it's a bad clock spring. He hasn't put the aftermarket steering wheel on yet BTW. Just interested on a fix. My question is if there is a way to test the clock spring?
