Default Idling problem, cleaned the IACV...

So I just got an EG and I have the infamous idling issue. It has a D15 just for reference.

My idle will spike from 1 to 2 then drop back down to 1 and repeat. It almost sounds like im reving.

I searched and cleaned my IACV but its still doing it, are there any other options, its really annoying.... Also the little gasket that goes between he IACV and the intake manifold if thats missing could that cause the idling issue? When I took my IACV off I couldnt see that gasket, but I found some, almost glue like crap in the groove, I figured the gasket was still attached to the intake mani or something, could buying a new gasket possible fix this issue?

Cleaning the FITV did it! Thanks anyway guys, I guess the gasket is still in there, just on the intake mani side.
