Well if part of your rear trailing arm has broken off its likely that rust has had its way with the underside of your del sol. Have you checked other points of the suspension for weakened parts? What probably happened with your car is the bolt that connects the trailing arm to the lower control arm siezed against the bushing and the head siezed to the trailing arm. After thousands of times being stressed back and forth as the suspension traveled up and down the bolt head which is the part being stressed instead of the bushing broke, taking the trailing arm with it. What you need to do is buy a new outer control arm bushing and bolt (#'s 20, 35, and either 21 or 22 depending on the side of the car you need a new trailing arm on. While your under there fixing the car I would check out the rest of your suspension, especially the rear trailing arm bushings. You can get those bushings separate from the trailing arms but there is no call-out for a part number on the catalogue because they were made available seperately later on, there is a technical service bulletin that any Honda dealer should have that specifies the part number and they will be able to order them for you. You should not attempt to weld anything in there as it will more than likely break again and if it does it could cause an accident. Good luck.
The best thing would be to order a new trailing arm (by new, I mean used). And like Hondacivic90ed suggested, be sure to check everything else out while you're down there.
However, there should be no problem welding it. Thats just stamped steel there I'm pretty sure. If done properly the weld may actually be a decent permanent fix. After welding it though be sure to clean it up and paint it with several coats to try to prevent rusting.
