it wont pass with a p28 because thats an obd 1 ecu. The problem is that they plug into the ecu port to check for the readiness codes that the obd2 ecus produce. Since the p28 is obd1, it wont read anything.

what you could do is OBD 2 p2p ecu from a 96-00 sohc vtec and use that. Of course you would have to use OBD2 injectors, and distributor, and do the trick to fool the ecu in seeing the crank fluctuation sensor.... so that there's no check engine light

Probably less headache to go with a D16Y8.
It's against the law in California to put an older motor in a newer car, D16Z6 is 92-95.
also, as Wazup says you have the OBD version issue.

I believe you won't pass. Old motor in newer car is a no no in CA.

I suggest just swapping in a y7 in or y8, get it done. Either that or find someone to spend $200+ on to get you smogged.

did your friend use a p28? my theory is that with sohc engines, a smog wont technically know that its an older engine and will only care if it will read the readiness codes. so as long as you use the proper obd 2 conversion (injectors, distributor, CKF trick) it should work.
