and the idiot kid at the oil change place as like "we can't pass you because your headlights are blue."

I was like uhh, they're factory xenon HID, they look just like all the other cars with HID headlights".
I wanted to say something like, do you not pass any other Acuras, BMW's, Mercedes, etc. that come through here? But I didn't say that.
Kid talked to his boss and I guess he said it was okay.
Last year I had the same problem at the same place, but it was because I just turned my headlights on when they guy told me to turn them on, and of course they did look pretty blue when they first come on. This time I made sure to have them on when I pulled up, but I dunno... maybe it's because my Philips 4300K bulbs are nearly 4 years old and are probably up in the ~5500K range by now.
Maybe I'll just go to a different inspection station next year.

Ebay 3000K HID capsules for inspections maybe?
Though, just pulling the capsule out the back, and showing the inspector the DOT label should be sufficient. I'm assuming you have an OEM D2S capsule in your retro, so it should be labeled like any other DOT legal light.

yep... problem is my bulbs are somewhat difficult to get out because I have the stock rubber seal around the back of the projector, and the little wire clip holding the bulb in place is kinda jammed up against it.
I had plenty of trouble trying to get the bulb out of my driver side headlight a few months back after a car backed into my front bumper and shifted the headlight out of place.

any time I've had my car inspected, I've never had anyone say anything about my headlights. Everyone thinks that they came like this from the factory

There lies the problem, and the reason that a good safe retrofit will stay as illegal as a plug-&-blind HID kit. You just can't trust people to do a good enough job, and we fall into the "its illegal to touch anything" realm.
And they most certainly should fail anyone with 6000K or bluer lighting, regardless of the light type (blue coated halogens included). However, if we're going to expect them to fail the kits, how is a retro different? A craptastic retro is probably capable of being just as blinding to oncoming traffic as a kit, and the inspection people certainly are not qualified to judge a good retro from a bad one. If they are going to pass judgment in this area, unfortunately, it needs to be a simple question of legal or not.
Don't get me wrong. I'm a complete advocate of retrofits. But they are illegal. I also live in California, and the only inspection we are subjected to is a smog check.
