all cars have front toe adjustment....

on most hondas without replacing some parts, its camber and caster that are not usually adjustable...but toe is always adjustable

ok thanks! how about front caster? my front right has more + caster than the left. does having an unequal height (driver side lower than passenger side) have anything to do with this?

I merged your two threads on alignment topics.

Caster is not adjustable on a '96-00 Civic. Only toe. Slightly uneven caster won't matter, but grossly uneven caster may cause the car to pull to either side and possibly indicates frame or control arm damage.

Uneven ride height left-to-right is normal for most Hondas using lowering springs.
