Default Fuel pump turns on, but not all the time???? HELP!!!!

Here's what I got. I have a 96 civic with a built motor, tuned ecu from past setup. So it's not tuned yet. Can't get the car to start the days of my tuning appt,s. Really sucks. Anyway, I have a pretty good wire tuck. My engine bay fuse box is also tucked. Now when the car was all together it started up with no problem. I get the car home and the pump doesn't want to turn on. My mechanic thinks it's the turbo timer, so I unhooked that, and the thing is, the pump will come on sometimes after I leave the key on for like a whole minute or two. But not everytime. It's really frustrating. Any help will be greatly appreciated, and yes, I already searched. Nothing related to my problem.

Sounds like a main relay problem to me. Check for power to the main relay and from the main relay to the fuel pump.

i agree, main relay may be going out or grounds

main relay or cap went bad in the ECU. both are common problems.
both are easy to fix if you can solder.
