Fuel pump doesn't turn on everytime??? HELP!!!!

Here's what I got. I have a 96 civic with a built motor, tuned ecu from past setup. So it's not tuned yet. Can't get the car to start the days of my tuning appt,s. Really sucks. Anyway, I have a pretty good wire tuck. My engine bay fuse box is also tucked. Now when the car was all together it started up with no problem. I get the car home and the pump doesn't want to turn on. My mechanic thinks it's the turbo timer, so I unhooked that, and the thing is, the pump will come on sometimes after I leave the key on for like a whole minute or two. But not everytime. It's really frustrating. Any help will be greatly appreciated, and yes, I already searched. Nothing related to my problem.
Main relay, search, there's also how to's in most manuals on them. Have you gone over all your grounds in the engine bay, since you just wire tucked it?
Get mad, kick the dash. Normally helps me out.
JK. sounds like a relay. Go to the junk yard and pick one up for super cheap, grap a few spares just in case.

under the dash on the drivers side, near the hood latch area. find the relay, unplug it, unbolt the 10mm bolt holding it in place, use a screwdriver or your fingers to pop the cover off, and check out the board and find the bad solder, fix it, then drive away.
