Temps fell below 32 and the powersteering pump started to whine. Checked the level and it was foamy. Let the car set and went for some Honda apporoved fluid, level was a little low. (parked on an incline) maybe sucked some air. Pump still whines until the engine is warm.

TSB replace o ring on low presure hose connection.

 

I have the same exact problem... Whenever I would let my 03 accord sit over night and I'd start it up in the morning it would whine (especially when I turn the wheel) I took it into the dealership and they replaced an o-ring and a pump from my power steering and now it all works without the noise... Just ask the honda tech at the dealership to look on the computer to see if there's a bulletin about replacing these items...
